Latosha Fowlkes serves as President & CEO of Paraquad, where she is leading a bold and transformative vision focused on expanding opportunity, strengthening independence, and advancing dignity for people with disabilities across the region. Known for her ability to align mission with action, Latosha brings a deep commitment to systems change, community impact, and building organizations that truly serve the people at their center.

A Licensed Clinical Social Worker by training, Latosha’s leadership is grounded in a deep understanding of people, systems, and the real-life barriers individuals face. Throughout her career, she has led complex organizations through growth, transformation, and innovation—strengthening infrastructure, expanding access to services, and cultivating partnerships that create lasting impact. At Paraquad, she is focused on positioning the organization as a national leader in disability advocacy, independent living, and inclusive community development.

Beyond her professional work, Latosha values connection and balance. She enjoys spending time with her husband, who works in law enforcement, gardening during the summer months, and traveling to experience new cultures and perspectives. At her core, Latosha believes in the power of community, the importance of dignity and choice, and the responsibility of leadership to create pathways where people can truly thrive.
