Paraquad CEO Latosha Fowlkes Named 2026 Titan 100 Hall of Fame Honoree

Paraquad proudly announces that President and CEO Latosha R. Fowlkes, LCSW, has been named a 2026 St. Louis Titan 100 Hall of Fame honoree, recognizing her leadership, vision, and growing impact in advancing disability rights, economic inclusion, and community transformation across the region.

The Titan 100 program honors the region’s most accomplished CEOs and C-level executives who are shaping the future of business, innovation, and community leadership. This year, ten executives were named to the prestigious Hall of Fame.

Fowlkes noted that the recognition reflects an important shift in how leadership communities are recognizing the role disability inclusion plays in economic and civic life.

“Disability is the only minority class any of us can find ourselves in at any time,” said Fowlkes. “Nearly one in four Americans lives with a disability, making it the largest minority group in the country. People with disabilities and their families represent enormous economic strength and civic influence, including significant voting power across our nation. Recognition from platforms like Titan 100 signals that disability rights and inclusion are essential to building strong communities and a thriving economy.”

With nearly two decades of experience leading equity-driven systems reform, Fowlkes is guiding Paraquad into its next chapter as a comprehensive hub supporting mental and physical health, employment, advocacy, and community access for people with disabilities and their caregivers.

Her commitment to disability equity is both professional and deeply personal. Through her work in community-centered care, Fowlkes has witnessed firsthand how access to adaptive health and wellness spaces—like Paraquad’s Stephen A. Orthwein Center—can dramatically improve a person’s healing journey and expand what is possible for individuals and families navigating disability.

Prior to joining Paraquad, Fowlkes served as President & CEO of The Core Collective at Saint Vincent, where she led the transformation of a 175-year-old institution into a hub for health equity, youth justice, and generational opportunity. Throughout her career, she has led multi-million-dollar organizations, advanced state and federal policy initiatives, and partnered with coalitions representing billions in economic impact across Missouri. Her leadership consistently centers lived experience, community voice, and long-term systems change.

The 2026 St. Louis Titan 100 honorees will be recognized at an awards celebration on April 23, 2026, in St. Louis.

This recognition comes at a pivotal moment for Paraquad as the organization continues building on its 55-year legacy of championing equity, independence, and opportunity for people with disabilities, while expanding its role as a regional hub for disability innovation, wellness, advocacy, and independent living.
